ELLSWORTH — A petition for review granted by Kennebec County Superior Court to Black Bear Hydro of Maine Department of Environmental Protection’s denial of a water quality certificate to continue operation at two Union River dams is moving forward.

Black Bear had applied Dec. 30, 2015, to the Federal Energy Regulatory Commission for relicensing of the hydroelectric project, which requires a MDEP-issued water quality certificate. FERC’s environmental assessment found that issuing a license, with some staff-recommended environmental measures, would not significantly affect the quality of the human environment.
