Emergency moratorium

BAR HARBOR — Town councilors enacted an emergency moratorium ordinance on Jan. 17 preventing the operation and licensing of retail marijuana stores or social clubs here for 60 days.

Town attorney Ed Bearor suggested the town pass the emergency moratorium to give the town time to enact a 180-day moratorium, which requires a public meeting.

Councilor Gary Friedmann asked if the town was doing anything to prepare for the possible legalization of marijuana cultivation and sale. Councilors said the Planning Board would have no information to go on for regulation until the state provides a baseline.

“We have a motion on the books that passed to direct the Planning Board to work on this,” Hochman said. “It’s a waste of the Planning Board’s energy, and there’s nothing for them to work on yet.”

The motion passed by a vote of 6-1, with Councilor Gary Friedmann casting the dissenting vote.
